French and British battle in the Indian Ocean

The worldwide implications of the American War for Independence are made clear on this day in history as the American-allied French navy begins a 14-month-long series of five battles with the British navy in the Indian Ocean.

Between February 17, 1782, and September 3, 1782, French Admiral Pierre Andre de Suffren de Saint-Tropez, otherwise known as Bailli de Suffren, and British Vice-Admiral Sir Edward Hughes, commander in chief in the East Indies, engaged in four major battles in the Indian Ocean region: the Battle of Sadras on February 17, the Battle of Providien on April 12, the Battle of Negapatam on July 6 and the Battle of Trincomalee on September 3. The French attacked British possessions on the Indian coast and in Ceylon as part of the world war spawned by the American Revolution. Although Suffren failed to take any of Hughes’ ships, he managed to prevent Hughes from taking any of his own fleet. This alone was a significant improvement in French performance when pitted against the legendary British navy. The fifth and final encounter of the two fleets—the Battle of Cuddalore on April 20, 1783—forced Hughes to leave for Madras, just before Suffren learned of the Treaty of Paris and returned to France.

En route home at the Cape of Good Hope, Suffren received compliments on his strategy from the English captains he had opposed in East India. Napoleon, too, had a high opinion of Suffren, commenting that he would have become France’s Lord Nelson, had he survived. Instead, he died suddenly in France on December 8, 1788, of either a stroke or wounds from a duel.

Hughes also profited from the East India campaign. He returned to Britain extremely wealthy from the various prizes and perquisites he won in the Indies and had his portrait painted in full naval splendor by the renowned Sir Joshua Reynolds.

Two ships sink in North Sea battle

On the afternoon of February 29, 1916, both the British armed merchant ship Alcantara and the German raider Grief sink after engaging each other in a close-range battle on the North Sea.

The German raider Grief was in disguise, flying under the Norwegian flag and with Norwegian colors displayed on its sides, when it attempted to run a British blockade. The Alcantara, still under the impression that the Grief was a Norwegian shipping vessel, was sent to investigate. The Grief did not respond to repeated attempts at communication from Captain Thomas E. Wardle of the Alcantara and continued heading northeast. When Captain Wardle ordered the ship to stop in order to be inspected, the crew of the Grief quickly lowered the Norwegian colors and raised the German flag before it opened fire on the surprised crew of the Alcantara, who quickly returned fire.

The battle raged for 12 agonizing minutes at close range. The Alcantara lost 74 men in the battle; the Grief lost nearly 200. By the time a second British armed merchant ship, the Andes, arrived on the scene, both ships had been badly damaged. On fire and sinking quickly, the desperate Grief fired one final torpedo, striking the Alcantara. Both ships eventually sank. The crew of the Andes picked up the survivors of both ships, taking more than 120 German prisoners.

Mutiny breaks out on German battleship

On August 2, 1917, with British forces settling into new positions captured from the Germans in the much-contested Ypres Salient on the Western Front of World War I, Germany faces more trouble closer to home, as a mutiny breaks out aboard the German battleship Prinzregent Luitpold, anchored at the North Sea port of Wilhelmshaven.

During the August 2 mutiny, some 400 sailors marched into town calling for an end to the war and proclaiming their unwillingness to continue fighting. Although the demonstration was quickly brought under control by army officials and the sailors were persuaded to return to their ships without real violence that day, some 75 of them were arrested and imprisoned and the ringleaders of the mutiny were subsequently tried, convicted and executed. “I die with a curse on the German-militarist state,” one of them, Albin Kobis, wrote his parents before he was shot by an army firing squad at Cologne. As Willy Weber, another convicted sailor, whose death sentence was later commuted to 15 years in prison, put it: “Nobody wanted a revolution, we just wanted to be treated more like human beings.”

Discontent and rebellion within the German Imperial High Seas Fleet continued throughout the following year, as things went abysmally for Germany on the battlefields of the Western Front after the initial success of their spring offensive in 1918. It was rumored that naval commanders were plotting a last-ditch attempt, against the orders of Kaiser Wilhelm II and the Reichstag government, to confront the mighty British navy and break the Allied blockade in the North Sea. The force of this rumor, combined with sinking morale, led to an even more significant mutiny at Wilhelmshaven on October 29, 1918, sparked by the arrest of some 300 sailors who had refused to obey orders.

The unrest soon spread to another German port city, Kiel, where on November 3 some 3,000 German sailors and workers rose in revolt, taking over ships and buildings and brandishing the red flag of communism. The following day, November 4, the rebels at Kiel formed the first Workers’ and Soldiers’ Council in Germany, defying the national government and seeking to act in the spirit of the Russian soviets. On the same day, the government of the Austro-Hungarian Empire asked the Allies for an armistice, which they were granted. An isolated and internally divided Germany was forced to sue for its own armistice barely a week later, and the First World War came to an end.

Germany agrees to limit its submarine warfare

On May 4, 1916, Germany responds to a demand by U.S. President Woodrow Wilson by agreeing to limit its submarine warfare in order to avert a diplomatic break with the United States.

Unrestricted submarine warfare was first introduced in World War I in early 1915, when Germany declared the area around the British Isles a war zone, in which all merchant ships, including those from neutral countries, would be attacked by the German navy. A string of German attacks on merchant ships—culminating in the sinking of the British passenger ship Lusitania on May 7, 1915—led President Wilson to put pressure on the Germans to curb their navy. Fearful of antagonizing the Americans, the German government agreed to put restrictions on the submarine policy going forward, incurring the anger and frustration of many naval leaders, including the naval commander in chief, Admiral Alfred von Tirpitz, who resigned in March 1916.

On March 24, 1916, soon after Tirpitz’s resignation, a German U-boat submarine attacked the French passenger steamer Sussex, in the English Channel, thinking it was a British ship equipped to lay explosive mines. Although the ship did not sink, 50 people were killed, and many more injured, including several Americans. On April 19, in an address to the U.S. Congress, President Wilson took a firm stance, stating that unless the Imperial German Government should now immediately declare and effect an abandonment of its present methods of warfare against passenger and freight carrying vessels this Government can have no choice but to sever diplomatic relations with the Government of the German Empire altogether.

To follow up on Wilson’s speech, the U.S. ambassador to Germany, James W. Gerard, spoke directly to Kaiser Wilhelm on May 1 at the German army headquarters at Charleville in eastern France. After Gerard protested the continued German submarine attacks on merchant ships, the kaiser in turn denounced the American government’s compliance with the Allied naval blockade of Germany, in place since late 1914. Germany could not risk American entry into the war against them, however, and when Gerard urged the kaiser to provide assurances of a change in the submarine policy, the latter agreed.

On May 6, the German government signed the so-called Sussex Pledge, promising to stop the indiscriminate sinking of non-military ships. According to the pledge, merchant ships would be searched, and sunk only if they were found to be carrying contraband materials. Furthermore, no ship would be sunk before safe passage had been provided for the ship’s crew and its passengers. Gerard was skeptical, writing in a letter to the U.S. State Department that German leaders, forced by public opinion, and by the von Tirpitz and Conservative parties would take up ruthless submarine warfare again, possibly in the autumn, but at any rate about February or March, 1917.

Gerard’s words proved accurate, as on February 1, 1917, Germany announced the resumption of unrestricted submarine warfare. Two days later, Wilson announced a break in diplomatic relations with the German government, and on April 6, 1917, the United States formally entered World War I on the side of the Allies.

German sub sinks U.S. passenger ship California

Just three days after U.S. President Woodrow Wilson’s speech of February 3, 1917—in which he broke diplomatic relations with Germany and warned that war would follow if American interests at sea were again assaulted—a German submarine torpedoes and sinks the Anchor Line passenger steamer California off the Irish coast.

The SS California departed New York on January 29 bound for Glasgow, Scotland, with 205 passengers and crewmembers on board. Eight days later, some 38 miles off the coast of Fastnet, Ireland, the ship’s captain, John Henderson, spotted a submarine off his ship’s port side at a little after 9 a.m. and ordered the gunner at the stern of the ship to fire in defense if necessary. Moments later and without warning, the submarine fired two torpedoes at the ship. One of the torpedoes missed, but the second torpedo exploded into the port side of the steamer, killing five people instantly. The explosion of the torpedo was so violent and devastating that the 470-foot, 9,000-ton steamer sank just nine minutes after the attack. Despite desperate S.O.S. calls sent by the crew to ensure the arrival of rescue ships, 38 people drowned after the initial explosion, for a total of 43 dead.

This type of blatant German defiance of Wilson’s warning about the consequences of unrestricted submarine warfare, combined with the subsequent discovery and release of the Zimmermann telegram—an overture made by Germany’s foreign minister to the Mexican government involving a possible Mexican-German alliance in the event of a war between Germany and the U.S.—drove Wilson and the United States to take the final steps towards war. On April 2, Wilson went before Congress to deliver his war message; the formal declaration of U.S. entrance into the First World War came four days later.

German sailors begin to mutiny

On October 28, 1918, sailors in the German High Seas Fleet steadfastly refuse to obey an order from the German Admiralty to go to sea to launch one final attack on the mighty British navy, echoing the frustrated, despondent mood of many on the side of the Central Powers during the last days of World War I.

By the last week of October 1918, three of the Central Powers—Germany, Austria-Hungary and the Ottoman Empire—were at least in talks with the Allies about reaching an armistice, while the fourth, Bulgaria, had already concluded one at the end of September. With the end of the war seemingly in sight, the German naval command—led by the Admiralty’s chief of staff, Reinhardt Scheer—decided to launch a last-ditch effort against the British in the North Sea in a desperate attempt to restore the German navy’s prestige. In the words of Reinhardt Scheer, chief of staff of the German Admiralty, “An honorable battle by the fleet—even if it should be a fight to the death—will sow the seed of a new German fleet of the future. There can be no future for a fleet fettered by a dishonorable peace.” Choosing not to inform the chancellor, Max von Baden, of its plans, the German Admiralty issued the order to leave port on October 28.

The sailors themselves, however, believing the attack to be a suicide mission, would have none of it. Though the order was given five times, each time they resisted. In total, 1,000 mutineers were arrested, leaving the Imperial Fleet immobilized. By October 30, the resistance had engulfed the German naval base at Kiel, where sailors and industrial workers alike took part in the rebellion; within a week, it had spread across the country, with revolts in Hamburg, Bremen and Lubeck on November 4 and 5 and in Munich two days later. This widespread discontent led Socialist members of the German Reichstag, or parliament, to declare the country a republic on November 9, followed swiftly by Kaiser Wilhelm’s abdication and finally, on November 11, by the end of the First World War.

British naval convoy system introduced

On May 24, 1917, driven by the spectacular success of the German U-boat submarines and their attacks on Allied and neutral ships at sea, the British Royal Navy introduces a newly created convoy system, whereby all merchant ships crossing the Atlantic Ocean would travel in groups under the protection of the British navy.

For more than three years of World War I, Britain’s Royal Admiralty steadfastly resisted the creation of a convoy system, believing they could not afford to spare ships and other resources from its mighty fleet where they might be needed in battle. The effect of the German U-boat submarines, however, and their attacks on merchant ships—both belligerent and neutral—proved devastating. With the entrance of the United States into the war in April 1917, there was an even greater need for protection of Allied interests at sea, as large numbers of soldiers and arms would need to be transported from the Atlantic coast to Europe. In early May 1917, it was announced that the previous month had seen the highest shipping losses of the war so far for Allied and neutral countries: 373 ships, or a total weight of 873,754 tons.

Consequently, on May 24, 1917, Britain introduced its convoy system. Under the new arrangements, a convoy of 10 to 50 merchant ships—along with, possibly, a troopship carrying arms and soldiers—might be escorted by a cruiser, six destroyers, 11 armed trawlers and a pair of torpedo boats with aerial reconnaissance equipment that could detect the movement of underwater submarines. Convoy gathering points were established along the Atlantic coast of North and South America, from Halifax, Nova Scotia, to Hampton, Virginia, all the way down to Rio de Janeiro, Brazil, to handle the transport not only of men and arms but also of foodstuffs and horses, the basic supplies of the Allied war effort.

The introduction of the convoy system finally marked the beginning of a sharp decline in the scale of German submarine damage and the death of German hopes to starve Britain into submission. Between May 1917 and November 1918, a total of 1,100,000 American troops were transported across the Atlantic in convoy, and only 637 of them were drowned as a result of German attacks.

Battle of Jutland, greatest naval battle of WWI, begins

Just before four o’clock on the afternoon of May 31, 1916, a British naval force commanded by Vice Admiral David Beatty confronts a squadron of German ships, led by Admiral Franz von Hipper, some 75 miles off the Danish coast. The two squadrons opened fire on each other simultaneously, beginning the opening phase of the greatest naval battle of World War I, the Battle of Jutland.

After the Battle of Dogger Bank in January 1915, the German navy chose not to confront the numerically superior British Royal Navy in a major battle for more than a year, preferring to rest the bulk of its strategy at sea on its lethal U-boat submarines. In May 1916, however, with the majority of the British Grand Fleet anchored far away, at Scapa Flow, off the northern coast of Scotland, the commander of the German High Seas Fleet, Vice Admiral Reinhard Scheer, believed the time was right to resume attacks on the British coastline. Confident that his communications were securely coded, Scheer ordered 19 U-boat submarines to position themselves for a raid on the North Sea coastal city of Sunderland while using air reconnaissance crafts to keep an eye on the British fleet’s movement from Scapa Flow. Bad weather hampered the airships, however, and Scheer called off the raid, instead ordering his fleet—24 battleships, five battle cruisers, 11 light cruisers and 63 destroyers—to head north, to the Skagerrak, a waterway located between Norway and northern Denmark, off the Jutland Peninsula, where they could attack Allied shipping interests and with luck, punch a hole in the stringent British blockade.

Unbeknownst to Scheer, however, a newly created intelligence unit located within an old building of the British Admiralty, known as Room 40, had cracked the German codes and warned the British Grand Fleet’s commander, Admiral John Rushworth Jellicoe, of Scheer’s intentions. Consequently, on the night of May 30, a British fleet of 28 battleships, nine battle cruisers, 34 light cruisers and 80 destroyers set out from Scapa Flow, bound for positions off the Skagerrak.

At 2:20 p.m. on May 31, Beatty, leading a British squadron, spotted Hipper’s warships. As each squadron maneuvered south to better its position, shots were fired, but neither side opened fire until 3:48 that afternoon. The initial phase of the gun battle lasted 55 minutes, during which two British battle cruisers, Indefatigable and Queen Mary were destroyed, killing over 2,000 sailors. At 4:43 p.m., Hipper’s squadron was joined by the remainder of the German fleet, commanded by Scheer. Beatty was forced to fight a delaying action for the next hour, until Jellicoe could arrive with the rest of the Grand Fleet.

With both fleets facing off in their entirety, a great battle of naval strategy began among the four commanders, particularly between Jellicoe and Scheer. As sections of the two fleets continued to engage each other throughout the late evening and the early morning of June 1, Jellicoe maneuvered 96 of the British ships into a V-shape surrounding 59 German ships. Hipper’s flagship, Lutzow, was disabled by 24 direct hits but was able, before it sank, to sink the British battle cruiser Invincible. Just after 6:30 on the evening of June 1, Scheer’s fleet executed a previously planned withdrawal under cover of darkness to their base at the German port of Wilhelmshaven, ending the battle and cheating the British of the major naval success they had envisioned.

The Battle of Jutland—or the Battle of the Skagerrak, as it was known to the Germans—engaged a total of 100,000 men aboard 250 ships over the course of 72 hours. The Germans, giddy from the glory of Scheer’s brilliant escape, claimed it as a victory for their High Seas Fleet. At first the British press agreed, but the truth was not so clear-cut. The German navy lost 11 ships, including a battleship and a battle cruiser, and suffered 3,058 casualties; the British sustained heavier losses, with 14 ships sunk, including three battle cruisers, and 6,784 casualties. Ten more German ships had suffered heavy damage, however, and by June 2, 1916, only 10 ships that had been involved in the battle were ready to leave port again (Jellicoe, on the other hand, could have put 23 to sea). On July 4, 1916, Scheer reported to the German high command that further fleet action was not an option, and that submarine warfare was Germany’s best hope for victory at sea. Despite the missed opportunities and heavy losses, the Battle of Jutland had left British naval superiority on the North Sea intact. The German High Seas Fleet would make no further attempts to break the Allied blockade or to engage the Grand Fleet for the remainder of World War I.
